Quinn Signs Illinois Loan Program

Governor Quinn signs a bill into law on Tuesday that's designed to help women and minority owned businesses get state contracts. The new 5 year program called the Disadvantaged Business Revolving Loan Program. It will allow the Illinois Department of Transportation to make the loans to qualified businesses owned by women and minorities. Quinn wanted to make sure that everybody's in and no one is left out when it comes to building in Illinois. The program will cost $3 million to start. Officials expect the program will eventually become self funded.
